If that was attempted today, I'm certain the Dept. of Labor, the EPA, OSHA, the local zoning commission, city hall, a half a dozen patent lawyers, and the Justice Dept. citing title X and ADA regs would descend like a plague of locusts to strangle such a fledgling private enterprise.
