In other words, taxpayer dollars - while lawyers (the new priesthood, baby) laugh all the way to the bank.
As I've lamented previously, those in the stratosphere of political power often face little to no consequences for their malfeasance or dereliction. So, unless and until the Obama administration personnel who 'weaponized the federal bureaucracy against its political opponents' are held personally, criminally, and financially responsible, this is just more political m*sturb*tion.
